There were probably some chemicals in the filter sock that are affecting the skimmer. It will calm down in time, but whatever is affecting it is most likely coming off the filter sock. There are many things that can make a skimmer react in this way. Something as simple as using an aerosol air freshener around the tank can cause a skimmer to go nuts. It will get back to normal as the chemicals dissipate, but until then you have a skimmer that you cannot control.
